Description: Creates deterministic research projects from a name,
        research type and goal, routes them to a reviewed standard or
        specialist workflow, and generates a stage library whose
        package calls are covered by reviewed, revision-scoped
        approvals. Maintains an immutable knowledge catalog of package
        APIs and documentation with verified local, GitHub, CRAN and
        Bioconductor refresh and rollback, a curated resource catalog,
        grounded answers, project synchronization, audits with
        allowlisted repairs, an optional local model runtime and a
        local Shiny interface.
